Dependant status when Tier1 mail applicant moves to ILR

Hi All
One of my friend who was Tier 1 recently converted to ILR, and his wife who was on Tier1 dependent was denied of ILR as she is not in UK for more than 2 years. Now, is her immigration status legal as her husband is not Tier1 and she has Tier1 dependent ?
Also, what can be done, some one told that FLR can be applied whats the procedure for that ?

AFAIK, the dependent now needs to apply for extension of leave using FLR(M).

Thanks for this quick response, any idea what all documents will be required are required to apply FLR ?
