dependant visa, lifein the uk

Mother in law is going to apply for a dependant visa in May. We are the sponcers and have been sending money through Western Union every other month to get some proof about her financial dependacy on us. The paper work from Western union is enough evidence to show that she is financially depends on us? she doesn't have a bank account so bank transfer is out of question and can't think of any other way.

does she has to pass the 'life in the uk' test before she apply for the visa? Is that a requirement?
