Dependent for ILR

Hi,
I'm work permit holder, I came to UK in Oct 2005, I will go for my UK ILR application soon in Oct this year.
My question is, my wife who came to UK with me at the same time as dependent, If she can't obtain the test certificate for Live in UK cert, can she still apply ILR status together with me? Or she need to apply for another Visa for dependent for ILR holder (switch from work permit dependent to ILR dependent)?

2. Spouse of settled person (but then she will have 2 wait for another 2 years to apply for ILR).
