Dependent relatives - "widowed"?

I would appreciate a view on this one:

Paragraph 317 of the Immigration Rules provides for leave to enter as a dependent relative. This includes parents and grandparents over 65 who are "widows" or "widowers". There is also a provision for over-65s who have entered into a second relationship but whose new partner can't support them.

Where does this leave single (never married), separated, or divorced parents who are similarly without support and haven't entered a new relationship? The restriction of the category to whose who have been widowed seems a bit exclusive: am I missing a trick?
