T4 Dependent to T2

Hello All, I am in UK on Tier 4 Dependent visa (spouse on Doctoral research). Uni is playing around with viva dates and our visa will expire in early May. If I get Tier 2 General from my current employer, do I need to go back to home country to apply and come with entry clearance or the travel is not required now given the COVID pandemaic travel restrictions? Can I switch over inside UK? Also what option my spouse has got as we think Uni is intentionally delaying viva. Can she complain home office about uni's wilful default in conducting viva? Thanks
