difference between VAF4 and VAF5?

difference between VAF4 and VAF5?

please if someone can answer this question? Everybody say than i need to applied for a settlement but why not for a family permit ? What is difference between this two?

Generally you can only apply for an EEA family permit as the family member of an EU citizen other than a UK citizen. This is because European immigration law does not apply to UK citizens in the UK.
