Disclosure about previous Council Tax Reduction

Hello,
I am currently applying for ILR (Indefinite Leave to Remain) in the UK. I am on a Tier 2 visa and my spouse is here as my dependent. While on the dependent visa, my spouse completed a Master’s degree in the UK and received a Council Tax Reduction. He later contacted the council about repayment, but was informed that repayment was not necessary as Council Tax Reduction is not a means-tested benefit for immigration purposes.
In the ILR application, I see questions only about current/ongoing claims to public funds, not about previous claims. My question is: Do I need to disclose my spouse’s previous Council Tax Reduction claim anywhere on the ILR application form? If so, where should I include this information? Or, is it sufficient to answer based on our current situation, given there is no ongoing claim?
I want to ensure I am fully compliant with all disclosure requirements.

No.

Council tax reductions are not classed as (access to) public funds, as advised by the council. Otherwise they would have told your spouse he was not eligible and had to repay.

Council tax reductions have nothing to do with public funds or benefits system.
