I just need a quick confirmation of what the requirements are to retain right of residence (ROR) if a RC was granted under Surinder Singh. Are the requirements the same as under marriage to EU National ? i.e must have been married for at least 3 years, and must have lived in the UK for a year??

Yes the same. Except you don't have to show that your British family was exercising treaty at the time of divorce. You only need the old document from another eea country.
