Document Translation, Please Help

I would like to apply to PBS Student Dependant. I need to submit marriage certificate. I found in PBS Dependant Policy document that I need translate all documents to English. And there is wrote that it must be fully certified translation. I don't understand what is it mean fully certified. I found in internet such kinds of translation: certified translation, Notarised Translations and Legalisation/Apostille.
Someone please help what kind of translation is enough?
The price of the translations is different, so I don't know what to choose.
