Does 30hrs Free Child care count under public funds for my ILR application if Husband already has ILR

Hi,

I am applying for ILR and i am currently on tier2 general dependent visa. My Husband is currently on ILR. My husband accessed 30hrs free child care for our daugher as we both are working. Does this mean i have accessed public funds? Should i declare as i accessed public funds in my ILR application.
