EEA 2 absence

Hi Everyone,

My mother received EEA 2 five years RC in 2014. she went back to India for a holiday. But she got ill and can't come at the moment. It seems her absence from UK is going to be 2 years.

Her visa is valid untill 2019. is she allowed to renter UK by herself, or do i have to be with her when she enters, as it will be more easier?

In addition, i'm planning to reapply for her residence card, when she comes back, because of her absence, she wont qualify PR. She got all the medical records.
