You can, but you need to satisfy the conditions of a "qualified person" as per EEA regulations in order for your family to be granted EEA documentation.
Which might or might not be relevant to you and the reason why your went for the Settlement Scheme yourself instead? If you did it because you cannot satisfy all the conditions for a "qualified person" as per EEA rules, then your family will need to go for the Settlement Scheme as well, as if you are not a "qualified person" they won't be successful in their EEA application.
