EEA family permit decision was made but didnt recieve my passport yet

Dear,

I have applied for EEA family permit visa on 27 august 2019 submitted my biometric, received an email on 3 septembre saying that my file is under consideration.

I called uk visa immigration office on11 septembre they confirmed that they made a decision on my application, i waited till 20 of September
called again they said that they escalate my file to revelant department
and to wait 15 days.

Now its 30 of September, 20 days from decision been made didnt get my passport back as i need my passport.

Any advise?
