EEA family permit for Mother in law

Hello Everyone,

My name is Antonio and I am a Spanish national living in working in UK. A while back your great advise helped me to bring my partner to the UK. He now has a Residence card for 5 years as civil partner of a EEA citizen.

Now we would like to bring his mum to the UK to live with us, however I have some questions that I hope you might be able to clarify for us.

My civil partner is an only child, and his parents are separated. Andy ( my partner ) used to live with his mum.

I understand that in order for us to be able to bring her to the UK, we need to prove dependency, is that correct? if so, would some western union receipts be sufficient to prove that she depends on us?

She does not have any income and she is not working at the moment, so the money that we send her really is to help her pay her house bills, food, transportation etc, however she does not have a bank account, so we can not show that she has no money. would that be a problem?

She owns the house where she lives but she still needs to pay the water, gas, electricy etc bills, and buy food. Could they refuse her permit on the basis that she owns the house? ( even if that is not producing any income for her)

Besides all the above, Andy's mum suffers a hand disability and from severe depression and so both physically and emotionally she depends a lot of Andy ( he is a nurse and takes care of her health issues as well ). my final question is, should we be mentioning all these health issues that she is having? or could she be denied on the basis that they think that she is going to eventually be a burden on the NHS? We obviously have a lot of documentation about her health issues, which we could forward to them if needed.

The main question is to know if the fact that she owns a house, would be a problem for a family permit ( even if that house does not produce any income for her).

Also one more question that came to my mind is that in London me and my partner live in a 2 bedroom house with another couple. Would they consider that a "suitable" accommodation for my mother in law? We have a separate living room that we could convert to a new bedroom for her if needed.
