EEA Family Permit help

Hi guys,

Me(latvian citizen) and my wife(Uzbekistan citizen) want to apply for EEA family permit I just came back to UK from Latvia. Right now I am waiting for my first salary to obtain payslip for the application( I have worked in UK for more than 3 months before) So basically I came to work 25 days ago to the hotel and I am living in staff accommodation, we have all necessary documents except already mentioned payslip AND what I am concerned is that UK home office wont accept staff accommodation as an address of my living/ residence place, because I am not actually renting it( I dont have any contract) so the question is, can she write in the application on visa4uk.fco.gov.uk that I am living in this address and she will be coming to me and live here with me(actually we are planning to rent a flat later after 1 month but as we dont have enough money for it we want to use staff accommodation as an address for the visa application). The point is, will they check who owns the flat?
Also what if I go back to Latvia and apply from there and come to UK together, do I need a sponsor or a flat where to live?
Also I can't understand how can I prove this for my wife or how she can prove it - proof of your dependency if you’re dependent on your EEA family member.
