EEA Family Permit neccessary?

Hi,

maybe somebody can help me answering a question. I'm an EEA national, my wife is from the Philippines. She is currently in the UK on a marriage visa which is valid till October. My questions is: Does she have to apply for an EEA Family Permit (as she is already here)?
