EEA Family permit : requirements in the Immigration Rules?

Hello everyone!
I want to apply for a EEA Family permit, as i am married to a EEA girl, living and working in UK more than one year, i don't have visa to EEA or resident card.
1- I want to know what does this part of the guidance mean:

"If they are applying for an EEA family permit from outside the EEA (and are not lawfully resident in an EEA member state), they will also need to meet the requirements in the Immigration Rules for leave to enter the UK"

2- What are the minimum amount in the bank account of my wife?
3- Would it be a problem that my wife can't send me her original papers? (as we don't trust the post office)
4- The accomodation is 3 rooms with 2 persons, is it ok?

Are you here illegally? If so I'm sure you application will be judged under UK immigration rules and as such I fear you will have to return home and apply from there.

If you are not living in an EEA country, then your EEA family permit application will be handled as a spouse application.

13.5 - Spouses/civil partners and how they qualify wrote:Guidance on how to assess the above qualifications is given in the remainder of this chapter except for that on maintenance and accommodation which is given in Chapter 9.
