UK EEA Family Permit Visa from Dublin

hello friend need really genuine advise.
i am non EU {Indian citizen}Came Ireland with my British De Facto partner from England:- 1 NOV 2015
applied for temp stamp 4 visa- 11 DEC 2015.
INIS Received 16 DEC 2015.
INIS Required more Document send a letter- 29 Feb.
send all required document with in two week expect [PRBT LETTER]because dont have this letter.
send also more then two year utility bills and proof of center of life in U.K
waiting for now decision. decision is pending due by15 june 2016

i try twice to make a PPSN but refused both time. NOV and DEC 2015
My British De Facto partner start working their 7 Nov 2015
start their EU Treaty Rights using their free movement rights. Directive 2004/38/EC .
complete their Treaty Rights.
My Due marriage was cancelled due to lack of PPS Number.
so please tell me what is the chances of my temp stamp 4 visa.
if i get then what is the validity of temp stamp 4 visa? 6 month or 5 Year?
because we cant get a marriage due to pps number then we go directly for UK family Permit on basis of EU Treaty Rights and living two year As a De Facto Partner.

what is the chances of Famil Permit?
what is the chances of Famil Permi without Residency Card?
should i apply?
guys really need your help so please give me genuine advise.

Hi Raj,
You shouldn't have problems obtaining a PPSN from the social/ welfare department. Have you received your temporary stamp 4? Furthermore if you and your partner have been together for
More than 2 years in a genuine de facto relationship. You shouldn't have a problem.

just want to know that , is GNIP required for ppsn.

i only have passport and proof of address. but no gnib
i have letter from inis my case is on process.
is it working
