EEA familymember(husband) ILR application

Hi all
You made an incredible job advising me on how to obtain the BRP and I received the decision letter on September 15th. I should have received the BRP after 10 working days which is 2 days ago which I have not as it did not arrive. I checked with DX the courier and they confirmed they did not receive any parcel for me which means HO did not even send it yet. I filled in a form notifying HO that my BRP did not arrive.
Normally I would not have bothered about when it would arrive but I have an emergency that requires traveling to Egypt and I could not travel long time due to having no passport. If I don't use the time I took off work to go to Egypt now I will not be able to get other holidays for another 7 months.

My question is, is there a way to get my BRP card Asap even if I will pay any amount of extra fees?
Is there a way to reach a person in charge who can help me rather than asking me to fill in the form online and wait for 5 working days for reply. HO did a mistake already by not delivering on time and by the looks of things it may take another 15 working days which wastes all my hopes and my booked holiday.
If it was only the holiday I would have cancelled happily but it is the emergency that urged me to write for you.
I need your help please.
