Changing PR to biometric PR

Hi, my non EEA husband has PR already and now he wants to change it to a biometric one. Shall we use the same application form for it, the EEA PR Version 17/2018? And I need to prove myself as a sponsor exactly like few years ago when he applied for his PR first time? I'm an EEA member and I have PR but I have just returned to the UK now after 7 months absent.
Or can he apply his biometric PR own his own because is just like replacement of his PR.
