Deadline date to apply NON EEU family permit

Need advice please
need to apply for EEU family permit for mother in law ( non eeu) who will be living with us ,and has no family but in UK
I have British pp and partner EU and registered on EU scheme.(married)

Before applying would we need to prove dependency ? ( bank statements etc)
Do we need to register mother in law on EU scheme?

How long do these visas take and how long can mother stay?

If your partner is a EU citizen, he can sponsor his parents.

There are two deadlines for two different things.

As I understand it, one has to have moved to the UK before 31st December 2020 (= established residency in the UK) to be able to use EU rules.

EU nationals and their family members then have to apply for pre-settled/settled status or, if they have already been resident in the UK for longer and have an EU residence card or Permanent residence, exchange those for pre-settled/settled status. This basically means switching over from EU freedom of movement rules to UK immigration law.
