I have finally received the RC card and I am extremely relieved. Home Office is one of the most inefficient organisations I have ever had a misfortune to need to deal with. However, in the end, we got there. I believe that there may have been a simple administration oversight which led to an excessive delay.

I would suggest that you don't wait too long beyond the 6 month mark, as I did. Ideally you should commence chasing the Home Office immediately upon the 6 month mark being met, I should never have given so much extra time for them. I believe you will have a better experience that way.

Under Article 10 of Directive 2004/38 EC and Regulation 17 of the EEA Regulations (2006), the SSHD must issue the permanent residence card no later than six months after the application and the documents are received. My application has been submitted more than six months ago and a letter has been sent recorded to Home Office to remind them of this.

Calling home office since 24th January in a daily basis, helpless. They do not know anything. They only thing they say is "I cannot do anything, you have to wait. How long shall I wait? Response: I do not know, keep waiting".

Enough is enough - sent a letter to MP/Secretary of Home State/Home Office Permanent Migration in Liverpool and Home Office complaints.
