Eea National self sufficient been refused

Hi . I want to help my aunt who is eea National. She have private medical insurance by bupa. She applied for eea registration card as a self sufficient person but sho have been refused.even she send her medical insurance certificate with her application . Plz can any one advise. Thanks

Can you type out the refusal letter, taking out any personally identifiable information?
