It might be too late for you but I just saw your question while browsing.
I understand this as: You MUST send originals. BUT also send photocopies of all the originals (or all the documents you send) because they may be too lazy or too cheap to photocopy them for their files.
I also saw a post where one lady was explaining everything she sent for her EEA FP and she stated that she sent all the documents plus photocopies of these documents, papers. Better safe than sorry.
I guess it's not too big of a problem to just photocopy all the documents and proof that you are sending and add that as well. It will be a lot of paper but this really isn't the time to "go green"
