EU partner refused to board a plane in Nigeria

Good morning all,
Please forgive me for using this unrelated topic, for some reason I am struggling to create a new topic.
I trust you are all doing good by the name of the Almighty. Thanks for the guru of this forum, you have always been supportive and helpful. Never forget that any good things you God will recompense you for that. Thanks all.
I am here today because of my friend. In fact, my friend is Nigeria national who has been married to a Portuguese national for 8 years now. They do have two children.
He applied for the renewal of his residency card since June 2021 and has never got any response from the HO.
However, in mean time his father passed away in Nigeria, and he called the Home Office helpdesk phone and he was advised that he can travel back home which he did but, on his way, back to UK the airline refused to board him saying that he biometric card is expired, he explained to the airline what happened but no positive answer. His wife and children came back to UK and he is now in Nigeria in the middle of nowhere. All his life is in UK.
Please please please can anyone advise on what he need to do now?

A small precision here: it's a Travel Permit, not Family Permit. There is a subtle difference (quoted from https://www.the3million.org.uk/faq-1/brc-expired-lost):

If you are outside the UK and your BRC expires, is damaged or it is lost/stolen, you will not be able to apply for a replacement whilst you are abroad as BRCs can only be issued in the UK. Instead, you will need to apply for an “EU Settlement Scheme Travel Permit”. This is similar to an EU Settlement Scheme Family Permit but is issued to those non-EU family members who have already been granted (pre)-settled status. The purpose of the EU Settlement Scheme Travel Permit is to facilitate your re-entry to the UK so you can apply for a replacement BRC (once you have the replacement BRC you can then use this for travel back into the UK).
