‘Dependent’ means that, as demonstrated by relevant financial, medical or other documentary evidence:
• having regard to their financial and social conditions, or health, the applicant cannot, or for the relevant period could not, meet their essential living needs (in
whole or in part) without the financial or other material support of the relevant EEA citizen (or qualifying British citizen or relevant sponsor) or of their spouse
or civil partner
• such support is or was, being provided by the relevant EEA citizen (or qualifying British citizen or relevant sponsor) or by their spouse or civil partner
• there is no need to determine the reasons for that dependence or for the recourse to that support
Evidence of dependency might take the form of for example:
• evidence of their financial dependency, such as bank statements or money transfers to the applicant from the relevant EEA citizen (or qualifying British citizen or relevant sponsor) or the spouse or civil partner
• evidence that the applicant needs and receives (or for the relevant period did so) the personal care of the relevant EEA citizen (or qualifying British citizen or relevant sponsor) on serious health grounds, such as a letter from a hospital consultant


So you might not need to prove full dependency, but only part dependency; and recent medical context with your care being vital, might build a strong case.

The mother in law had a genuine reason, she had her gallbladder removed just before the coronavirus. The doctor also said she may had liver cancer and we did a lot of tests. Then coronavirus hit and they were quite protective. Where there is a life and death kind of situation then a thing like a visa is the last thing to think about.

Both mother/father in-laws are fully vaccinated two weeks ago. Mother in law tests results showed that liver function was fine. The father in law also had an eye operation in July this year. We have all the medical records etc to prove all that I have just said.

The reason I provided this context is wondering would they consider these circumstances as to why we are applying after 30th Jun?
Again, I'm afraid you are not answering the question. I'm not asking why they didn't apply before the deadline, I'm asking if they are financially dependent on you.

This is not to annoy you but to give you as much factual information as possible, and to prepare you for the kind of enquiry your application will face.
Will the visa officer would not ask why they are late and did not apply before 30th June?
They wouldn't be applying late. They are applying under different conditions.
Ok. But is there any deadline even for these kinds of conditions? Is there any indication of how long this route would remain open? I was in a bit rush. I thought it could end soon.
As per the EU Settlement scheme page, there is no deadline for joining family members to apply.
