He does not need to have Status of any kind, no.
But keep in mind that if you guys are planning on leaving the UK in a way that he would "break" his continuous residence (more than 6 months absence), or lose his status (more than 2 years absence for Pre-Settled; more than 5 years for Settled), then your own status as non-EU Family member will be compromised. Him being Irish, there will always be a way for you to come back to the UK; but probably not with the advantages of the EU Settlement Scheme. Hence why it is not unwise to think twice before "not maintaining his pre-settled status".
The main reason why he applied for EUSS is to help the caseworker track my application.
Reasonable course of action, advised by the Home Office itself.
