New Application and Appeal at the same time

Good Day Everyone,

I am EU Citizen settled under EUSS Scheme. Recently my mother's EU Family Permit visa was refused due to an objection to my Birth Certificate.

Few solicitors advised me to Appeal the decision and Make a New application at the same time.

Just wondering, if this is possible? Looks strange to me. Anyone else can confirm this, please?
