You have not clarified what jumping ship means, nor have you clarified when how or why a European passport can ever prove residency. The key is 'European'. The online process and the European passport return service (the subject of this thread) are both for European nationals only, NOT for non-European family members of European citizens.

Again, the point remains that a European passport cannot prove residency.
You need to do some of the leg work here. You need basic English to use this forum.
Google: idiom meaning jump ship.

I am not discussing specific passports as the PR guidance does not specify specific passports.
It is UKVI/HO that takes a holistic view based on all documents submitted, including, at their suggestion, in their guidance, passports.

There is not (afaik) specific guidance for specific application channels.
I have responded to your question about generic guidance notes:
"previous passports" are listed under "proof of residence" in the guidance notes
And don't make the mistake of necessarily expecting logic or commonsense or joined-up thinking from UKVI/HO either.

Ha ha, very funny. I do know the meaning of 'jumping ship'. I fail to understand how it could possibly apply to this discussion.

I said that a European passport cannot ever prove residence in the UK. You beg to differ but you have failed to explain why; you have failed to show a single case whereby a European passport, by itself, could possibly somehow prove residence in the UK.

Do you finally agree that European passports cannot prove residence? If you don't, could you please provide a single example of a case where they could?

No, I do not assume any kind of logic behind this process - that was the whole point!

Have a good day.

Listen and learn.

A European (or non-EEA) family member could have been on a UK domestic visa and at the same time (or later on) the dependent of an EU sponsor. It happens, search the forum.
Plenty of examples of Europeans resident in UK since 19-forgotten.
Plenty of examples of folks on T5 and similar visas too (with EU partners/spouses/sponsors).
Entry/exit whilst travelling on UK visa could/would have been stamped.

Some European members have found to their joy in examining old passports that they actually had a UK ILR stamp.
Search the forum.

Some Europeans have found their UK entry/exits recorded in SARs from UKVI too.

If such a citizen then jumped ship to EU route their concurrent time in the recent or distant past could then be considered towards acquiring PR (if they chose to confirm subsequent acquisition of PR).
And the stamped passport would help to prove residence in UK for part of this overall time.

Thank you so much for finally providing examples like I had asked. My mind-reading abilities are not what they used to be (I am getting old..).

Do all of these cases relate to people who first moved to the UK decades ago? I think for the last 10 years - possibly more - European citizens have not needed visas to move to another European country.

No, not all veteran travellers; recent citizens of world eg T5 or T4 (students) can and do fall into such categories too.

And sometimes people only become European later in their life, they may be in UK on a domestic visa and then have become European later through marriage or naturalisation in some other country.

Hard-pressed and long-suffering caseworkers have to handle all these demographics.

I have sent an application for permanent residence as family member of eea. After 4 weeks my father in law he passed away my eea wife she went to her embassy to get emergency travel document , she told them my passport it's with the home office and it takes 10 days to get it back . they issued for her an emergency travel document to able to travel and they cancel her existing passport . And they ask her to make a new passport . My question what's gonna happen to my application because my wife eea passport it's not valid anymore and it's with the home office now . Do I have to send her new passport or what do I have to do in this case ? Thanks .

The guidance notes have obviously been written by some bureaucrat who doesn't understand how European passports work.

I know a guy who has worked for the HO. I told him that I have lived in UK for donkey's years and that I had my first passport in 2015, having had an Italian ID card all the time. He asked me how it was possible that I had lived illegally in the country for so long without being arrested. In other words he had worked for the HO but never knew that ID cards were sufficient.

EEA PR online applications together w family members of EEA!

Post by twgal » Tue Feb 07, 2017 9:39 am

Sorry if this was already posted. Looks like the EEA PR online form now allows applications together with family members. Also, it looks like they don't request people to list all travel anymore.

https://visas-immigration.service.gov.uk/product/eea-pr
Apply for, renew, or replace a document certifying you have the right to live permanently in the UK as someone from the European Economic Area or Switzerland.

In your application you can include your spouse, civil partner, children and other relatives who are dependent on you, or part of your household, even if they are a non-EEA national.

Hi,

I am planning to ask HO to return my EEA husband's passport. Do you need to give a good reason for that? Like go abroad or go for holiday? Or you can just ask them to return the passport with no reason.
Thanks in advance for your answer.

Seen that.

I'm a dual national, have Irish and UK Passport, my non EU wife is coming up to 5 years in the UK via FP then RC. I was wondering if we could apply online for her PR online by itself, as I don't need to do it myself? Was going to just do the bulky paper one with her later this year when her 5 years are up, but would go the online route if possible.

Anyone any idea?

Thanks.

I was just about to send my paper EEA PR application, when I discovered an issue: I was planning to send my EU national identity card instead of my passport, so that I can continue using my passport for travelling while awaiting outcome of PR application. However, accoridng to the EEA PR Guidance Notes, "previous passports you’ve held since living in the UK" need to be sent, which means I need to send my passport as well (does it actually mean that I need to send BOTH my passport and EU ID card?). Since the Passport Return service is only available to users of the new Online EEA PR form, I decided to send my application online instead.
However, according to official GOV webpage, "a student cannot use this form if they are reliant on a family member to provide their income".
My PR application is based on 6 years of residency in the UK: 1 year as a student and 5 years as a full-time employee. As a student, my source of income has been my family. Given that this student year is well in the past and I am not a student any more, does the restriction cited above bite in my case, i.e. will I be able to use the online EEA PR form?

Also, does any one know what is a typical processing time for an Online PR application?

Thanks a lot!
Probably too late to help you, but might be useful for others.

My wife applied for PR using the online service around the time it first opened in autumn 2016. She needed to keep her passport to travel at short notice, so applied with her ID card instead (our local registry office wasn't offering the passport check service yet). On the advice of a website she also included a solicitor-certified photocopy of the photo page of her passport, although I suspect this was ignored by the HO (they certainly made no mention of it in the list of documents they had received).

She received the PR document and all her documents back after about 4 weeks.

She also has a second (non-EEA) nationality which she declared on the form but did not include that passport either. I wasn't sure what to make of the guidance notes which suggest that all passports and ID documents should be sent, but if my wife's experience is anything to go by, in practice it is not necessary. And this was with an Italian ID card - anyone who has seen one of these will know that it looks like something you could knock together with a printer and some glue.

Just to add - I just looked at the form that was submitted via the online service (the summary that you get after filling it in), and it contains the following:

Required Documents:
  • Two passport photos
  • I confirm I will supply one hard copy of my application form and enclose this with my documents when sending to the Home Office.
  • Proof of identity and nationality - for example, your valid passport, travel document or national identity card
Other Documents:
  • Evidence of employment – for example, employer's letter, wage slips, bank statements showing receipt of wages, P60s
  • Proof of residence in UK for the relevant period - for example, utility bills, bank statements, council tax (or equivalent) bills, NHS (or equivalent) letters, mortgage or tenancy agreements
  • Evidence of looking for work - for example, proof of receipt of job-seeking benefits, letters of invite to interviews, rejection letters from employers, evidence of academic or professional qualifications
So no mention of any need to send more than one identity document.

nice one benjus. Is this copy and paste - don't want to miss anything. I'm due to visit them on 12.04.
Aside from req documents you listed I got 6x P60 (2010 -2016), 2x payslips for each year, planning to get bank statements to show at least 1 month in each year, will try to dig out few utility bills.

Hope this will suffice - anything I missed?

Yes it's a copy/paste, but it sounds like they have changed the wording if they are now asking for specific numbers of P60s and pay slips rather than the more vague "evidence of employment".

Hi all,
Recently Home office has greatly simplify the EEA PR procedure. For EEA working in UK and their family members, documents required are extremely simple. The guideline indicates what HO needs in the application:

"5 consecutive P60s for the EEA national sponsor; and proof of relationship between the
applicant and the sponsor (one of either a marriage certificate)
Plus one piece of evidence for every qualifying 12 month period to confirm residence in the UK"

How do we interpret the last sentence that they only need "one piece of evidence for every qualifying period"? For example, I and my wife have the council tax bills for the 5 continuous years, does this mean that we don't need other evidence such as bank statement or utility bills any more, the council tax bills we have are sufficient evidence according to the HO guidance?

Thanks.

One question related to online application and passport return service:
It seems to me that one can keep the passport in the EEA PR application now, what about other travel document such as previous issued residence card? Can the non-EEA family member keep their card as this could greatly facilitate their travelling too?

Has anyone had more experience with the application using this service?

What are key things to look out for? How was the time-line? etc...

Thanks!

Guys, I'm going to the passport returns service tomorrow and have completed the online EEA PR form.

My question is, the documentation that I will send to the home office, will all this documentation be sent back to me in the post?

I am sending all original documents (i.e., P60, P40, verified bank statements, ect)
I want all this documentation sent back to me. Is this something they automatically do? If not, how do I ensure I get this documentation sent back to me?

If someone could let me know ASAP as I am sending in this tomorrow via the EU passport return service.

Thank you in advanced,
A

Hi All,

I have a very quick question for those who completed PR application for the EU citizens. The online form has a section about ID document (in my case a valid passport) and there is a field called 'place of issue'. I don't have such a field on my passport. There is 'Authority' (field no 9 on the photo page) , but it does not mention a city or a province. It mentions the name of the authority which issued my passport and this name is in Polish. It says 'Wojewoda Malopolski /3/ '. Should I type in this name?

I am a Polish citizen. What should I type into this field exactly ?

Thank you for a reply in advance

Hi djgrubber,

Yes, enter what is written under '9.Organ Wydający'. That is the Place of Issue.

In the future if you renew your passport in the UK, then, in your new passport, the text under 9 will change to 'Konsul w Londynie'. Then you can just enter London as your place of issue.

Hope this helps.

Best,
Hari

Hi everyone,

Please how does the European service return work? Do you have to book appointment online then walk in and submit your application, will they make the copies of the document including your ID and give you back your ID instantly?
