Settled Statues EU Family Member NoN EU

Please could you confirm when I can apply for the settled statues

I have already the Pre settled Statues

My question is
Can I apply once I complete 4 years and 6 months since the date of the Marriage certificate?
I am nine eu married to eu with settled Statues
I have pre settled statues and married in 08/2015

You need 5 years since date of marriage unless you held an EEA RC as an extended family member as an unmarried partner before date of marriage.
