Surinder Singh Settled Status Paper Application:

Hello, would anyone know when the paper application forms for Surinder Singh applicants will be released for those who wish to apply for settled status under the EU settlement scheme? seems to be a complete grey area and not much information regarding it?

The link you have provided still says surinder singh applicants must request for paper application forms. Where did you get your information about their eligibility to apply online from?

I have just spoken to the EU settled scheme resolution centre, they took some details and said they would be in in touch as the paper applications are not ready yet and might take up to 2 weeks. Surinder Singh applications must be completed by paper and NOT online.

Yes if apply for first time for RESIDENCE Card (5 years) coming back from another EEA countries.
but if you are going to apply for Settled Status (ILR) you should use online system app NOT PAPER.
Because the UKVI has include Surinder Singh on new 29.03.2019 system as known by EU settlement Scheme.

GO to eligibility Who else should apply.... family member of British Citizen was in EEA countries.

Buddy, I am not sure where you are getting this information from. If you use the online route, the process will not even allow you get past a certain question which is ' what is your spouse's EEA Nationality'. The list of countrues that comes up as you begin to type in the answer box to that question does not include UK.
Have you yourself applied for settled status with a surinder singh RC, using the online application process as you suggested?

NO, I will apply 0n 12 November 2020 (Entered to the UK 12 November 2015).
the information i got from Solicitor and also i am interpreter working every day with solicitor.

please go to EU SETTLEMENT SCHEME ON UKVI - WHO CAN APPLY - WHO ELSE CAN APPLY

THE WEBSITE SAID SURINDER SINGH CAN APPLY.

Who else can apply
You may be able to apply if you’re not an EU, EEA or Swiss citizen but:

you used to have an EU, EEA or Swiss family member living in the UK (but you’ve separated, or they’ve died)
you’re the family member of a British citizen and you lived outside the UK in an EEA country together
you’re the family member of a British citizen who also has EU, EEA or Swiss citizenship and who lived in the UK as an EU, EEA or Swiss citizen before getting British citizenship
you’re the primary carer of a British, EU, EEA or Swiss citizen
you’re the child of an EU, EEA or Swiss citizen who used to live and work in the UK, or the child’s primary carer

This is correct. Surinder Singh cases CANNOT be made online. Instead should call home office and request a paper form to apply. And so far nobody has received this paper form.

If your family member is a British citizen (‘Surinder Singh’ applications)
You may be eligible if you lived outside the UK in an EU or EEA country (or Switzerland) with your family member, and you’re:

married to or in a civil partnership with them
under 21 years old, and are their child or grandchild
21 years or older, and are their dependent child or grandchild
their dependent parent or grandparent
The country that you lived in together must have been your main residence. Your British family member must also have been working, studying or self-sufficient in the country while there.

You cannot use the online service to apply if this is how you qualify for the scheme - you’ll need to use a paper form instead.

Request a paper form to apply to the EU Settlement Scheme.

It appears a Surinder Singh application has been made online despite the Home Office stating a paper application has to be made instead.

The applicant already holds a Residence Card.

Sarah is from Indonesia but was granted permanent residency in the UK under the Surinder Singh scheme, after her British husband spent time living in the EU.

The 38-year-old tried to apply on 18 March but faced the "problem with this service" message.

After contacting the Home Office she was sent a list of ways to fix the issue, but none of the solutions, such as using a different browser and clearing online cookies, worked.

Her case was eventually escalated to the Home Office technical department and she finally managed to submimt her application yesterday.

She told PoliticsHome the Settled Status process appears easier than applying for permanent residency, but that it was clearly “still suffering from teething problems”.

The Home Office told PoliticsHome people living in the UK under the Surinder Singh scheme could not apply during the final rollout of the second test phase.

But the department failed to make that clear in its guidance at the time, and failed to tell Sarah as she battled the technical issues with the online application.

The Key point in that article is that Sarah has already been granted PR under the EEA route, therefore she is able to apply online for settled status. When you already have PR, it doesnt matter whether you got the PR via Surinder singh or not, you will be able to apply online.

The Key point in that article is that Sarah has already been granted PR under the EEA route, therefore she is able to apply online for settled status. When you already have PR, it doesnt matter whether you got the PR via Surinder singh or not, you will be able to apply online.
Exactly. If you have PR you have flexibility to apply this scheme before Dec 2020. You do not even need to do it now.
Paper form are for those who need to apply pre-settled status or PR.
I have been living in UK more than 5 years now(currently holding a Family Permit of an EEA Citizen) and I want to apply for PR. And HO say you need to do paper application.

As I undertand the online application does not allow you to proceed without the nationality of your sponsor and there is no option to select British Citizen. If this is the case then how can she have applied online even though she holds permanent residence card?

Can any one who has applied with permanent residence confirm whether they had to confirm their sponsors nationality when applying for settled status?

It has been 10 working days since I requested paper form and still have not received it. I have called resolution center this afternoon and the lady i talked to advised me to wait until Monday afternoon and call back again if still not arrived.
Problem is that it is not possible to talk those guys who deal with Surinder Sing cases/paper application process. I asked her if she is able to see if the form has been sent if not when it will be sent but she could not see this and could not advise.

Absolute nightmare, what can I say.

Same here too. I spoke to the resolution centre several times this week and it was all a waste of effort. At one time, I was told that my request has been escalated to their quality management team, and that someone from the management team would call me back within 2 working days. But alas, no call back! I then rang again, and demanded to speak to someone within the Surinder Singh team. I was passed to a guy who introduced himself as one of the quality management staff within the Surinder Singh team. The guy took my details and put me on hold to check my details, and then came back to advise that nothing has been sent out to me, and that he couldn't advise a time-frame when the form would be received. I asked why so much fuss over an ordinary form, and he explained that the team need to check and make sure that each person who requested paper application form is eligible to apply in the surinder singh category, hence why it is taking so long to send out the form to each requester. I believe the excuse provided by the guy is bullshit, and I found it unfathomable. My request for the paper application form was around 9.30am on 30th January when the scheme fully opened and I am sure I must have been one of the first 10 people who requested the form. Even staff from the resolution centre confirmed that I am among the first few people to have requested the form as soon as the scheme opened to the public. If therefore I am among the first 10 people to have requested the form, are you telling me that the surinder singh team have not been able to ascertain the eligibility of those first 10 people from their records within 2 weeks of the scheme opening? Even if they only have 2 members of staff dealing with applications in that team, they should have done all necessary checks on more than 10 people by now since the opening of the scheme!
Personally, I believe there is a hideous reason for this whole delay for surinder singhers.....there is definitely something the home office is not telling us. Firstly, guidance released towards the end of the piloting phases specifically mentioned that all categories, including surinder singhers will be able to submit their applications through the infamous online process. The only exception to this will be Zambrano cases, where a paper application is required and the scheme is not open to them till 1st May. There was nowhere in that initial guidance where it was mentioned that surinder singhers will also need to apply using a paper form. Then came the time when the scheme fully opened, look whats happened.......alas, even the paper application forms are not yet available after 2 weeks since the scheme started! I am inclined to believe this is a delay tactic on purpose, designed to exclude surinder singhers from the process, although whatever the motivation for it, I am not sure. I find it particularly out of character for a government body of such high repute as the Home Office, to promise applicants that an application form will be recieved wihin 10 working days, and then fail on that promise! Something just doesn't add up!

I believe you are correct, as I’ve said previously I think that the home office are giving EU citizens their settled status with no problem and with ease as I think we are coming up to another second referendum and as it’s a numbers game i think it’s possible the government and trying to secure more votes off the back of EU citizens, maybe I’m wrong who knows but like you say why were these forms not already created and released when the scheme opened. My wife had a chance to go and work in Singapore in May for a couple of weeks and we are left in limbo over this so called new form. I’m told the forms will be sent out next week but apparently they will call first before sending the forms out...?
