Having searched through the forum I haven't found any guidance on my particular situation. Please help if you can.

I am trying to get my permanent residence (EEA3).

I am an Italian national and I moved to the UK in 2000. I worked continuously for the same company until 2012 and I am now self-sufficient but I didn't bother to get my own comprehensive sickness insurance when I left work. I have been tax resident in the UK since 2000.

Is there any way for me to get credit for the 13 years I've been living here and paying taxes or am I stuck starting the 5 years from now by opening a new insurance police? I was wondering if it would be possible to apply retroactively for the 5 year period from 2007-2012.

You can apply for British Citizenship already if you want.

just send 5 years continues work history in the UK + 1 year residence in the UK to qualify ( total 6 years )

If you don't want that

then just send 5 years continues work history in the UK for EEA3
UK Student Visa : 04/2004 - 09/2009
EEA Residence Card : 07/2010 - 7/2015
EU Settled Status: Confirmed on 16th July 2019
Naturalisation : Confirmed on 02nd Oct 2020
Passport Approval : 21st Feb 2021

So, just to be clear, it doesn't matter that my 5 year continuous work history ended in 2012 ?

In which case, do I need to provide the entire 13 year history including the last two years of unemployment, or can I just pick any 6-year period and provide only evidence for that?

You can choose any 6 years continuous qualifying period. Call HMRC to request your Tax records if u can't find past P60s, this can be used as treaty right evidence.

If you use evidence for a period ending more than 2 years ago, you will also need to provide evidence you didn't leave the UK for more than 2 consecutive years since (any evidence of residence - utility bills etc would do the trick). The reason for that is that PR (which is obtained automatically after 5 years) is lost if you left the UK for more than 2 years.
