But the same paragraph also makes clear the fact that, and I quote:-
EEA nationals who are not applying on the grounds of marriage to a British citizen should also have had permanent residence for 12 months before applying.
the '(or their family members)' part may be missing in this particular statement, but it still has to be met by anyone not married/in Civil partnership with a BC!

So, after 29 August 2010, you should be able to apply for naturalisation as a BC, having met the "no time limit" for one year since 29 August 2009 having obtained the PR since that date.
