EEAFP for a national of no visa required

Hello,

A quick question: I'm EEA national, my husband not an EEA national, but he does not need visa to enter UK. Should we apply for EEAFP in the embassy or should we apply for it in UK?

Please explain. I guess I've read too much and got confused...
