EEEA FP for Grandparents

EEEA FP for Grandparents

Hi,
My grandparents are both non-EU citizens and want to visit me in London for a week. I'm a EEA national, student, 20 years old.
On some pages I find the information that they need to be dependent on me for a EEA FP, on others that this applies only for a residence card.
Can they apply for a EEA FP or do they need a general or family visa?
I emailed the UKBA but they just replied with useless information that I should check their website.

This was what it said yesterday:
You can apply as either:

the wife, husband, civil or unmarried partner, child, grandchild, parent or grandparent of the person you’ll be joining in the UK
a dependent extended family member - eg unmarried partner, brother, sister or cousin
They changed the website today:
Qualifying as a family member

You must be the EEA citizen’s spouse or civil partner, or related to them (or their spouse or civil partner) as their:

child or grandchild under 21 years old, or dependent child or grandchild of any age
dependent parent or grandparent

If they want to live with you permanently on settlement route then go for EEA-FP
if just for visit go for family visit visa.

but don't they need a General Visitor Visa? I thought the Family Visitor Visa is only for cases where the family member is settled in the UK, and as a EU citizen I get this status only after living here for 5 years?
