As said, "partners must have been given a partner visa and been living with your partner in the UK for at least 2 years if you applied for that visa before 9 July 2012."

I wonder whether it still qualifies for this situation:
1. the partner was given Tier 2 dependants in November 2010 and lived in UK till the end of December 2012 (not expired); AND
2. since the January 2013 the partner has been granted as Tier 4 student visa.

In other words, I wonder the partner can now apply for ILR even now she/he is in Tier 4 student visa. After all, she/he has been a Tier 2 dependant visa for 2 years (before 9 July 2012).
