Employer switch and entry clearance

Hi guys.

When my partner last swapped employers under the old wp scheme he had to apply for entry clearance again.

What is the process under the new tier two when switching employers?

2. New application, new criteria, new licenced sponsor basically the whole process will start again.

A new Tier 2 application, but you wouldn't necessarily need to leave the UK if you can get a CoS and apply before expiry of current leave to enter / remain.
