British passport holder - automatic right to work in UK?

She has been living in Russia but has current British passport due to being born in England to English father and Russian mother, does she have the right to a ni number and right to live and work in UK?

Apply for a National Insurance number.

I tell her to carry both passports, or she'll not get in our out of Russia with no visa in her UK one....
