Which test is best? IELTS, Pearson, PSI or LanguageCert

Hi,

Does anyone have experience which test is the best? Like maybe the easiest? :D

I have a relative who wants to take a test abroad and I want to put him to the best test as his English is not great, he needs B1 at least.
