English B2 for level 6 course

Please advise,

If a student is applying for level 6 course in UK and he has been in UK for the past 5 year do he still have to fulfill the english language test B2 requirment.

If he is transfering fron Tier 1 PSW to Tier 4 student, can he write that his english language has already been assessed at the previous visa.

All CAS's issued after 21 April need to refer to the student's English language ability, and your tier 4 sponsor cannot issue you a CAS if you don't meet the reqiurements.
