Dear folks,

I am looking at this document of the Home Office's Secure English Language Test (SELT) list:

which lists qualifications covering speaking and listening at B1 or above.

I do not understand what "Minimum Grade Required" field means. If this is what is required by minimum, then I fail to understand how level B2 at FCE (page 3) has to be at Borderline but B1 level can be Weak. Or similarly, C1, which is advanced, must be at Exceptional level.
In my understanding, any grade at B2 level should be higher than B1 level.

I have sent an email re this to UKBA a month ago, yet to hear from them. I would appreciate if someone could shed some light on this matter.

yes b2 is higher than b1 and if you apply before OCT, you do not need to supply english test exam
