Enquiries on Green card lottery that was just won

Enquiries on Green card lottery that was just won

I have got a family friend who just won a visa lottery but he was asked to come and pay $850 my questions are:
Does he have to pay the money before they can start the green card processing?

and if so does he have to process his family green-card at the same time or he can process theirs later after he has settled?

last but not the least, he was asked to may the money by the of march if he doesn't pay the money by then does it forfeit his chance?

And also I will like to visit US in summer but have got a criminal conviction for Driving offence what Can I Do? I have RC as an EEA family member in UK

Since it doesn't sound like you are a citizen of a country which participates in the VWP, you should probably apply for a visitor visa and see what happens.

sorry couldn't respond on time; I meant the letter sent to him (I guess by the US immigration service) stated this in the letter that is what I meant by asked

I thought I need to apply it is not only VWP that the law applies to and I don't want to be refused before starting to take the necessary steps that is why I'm asking before applying. because that may adverse effect on my future application if I fail to follow the necessary procedure now

If what your friend received is an email similar to this one, then it's a scam.
