Re-entry for minor

One of my friend is willing to travel to home from Ireland. She recently got stamp 4 based on zambarano . Her other 2 kids still have non eu passport will require re entry visa and will be travelling for the first time . The problem she was saying that she can't get the re entry for the 2 non-eu kids as the re entry service has been paused till 31st of May . I checked on inis website , I'm not sure whether it says minor doesn't need re entry till 31st May . If someone in the same situation or just Have experience or understanding of the statement can enlighten me . Thank you

Minors do not require re-entry visas until next May.
