confused about EEA (EFM) form

My Partner has been refused his UK RC today we have a Spanish Civil partnership so applied with EEA (FM) but has been refused even though we had FP Surinder Singh we are thinking of applying again with the EFM form but are struggling to make sense of it has anyone any experience with filling it out i'm british my partner is Bosnian we are also thinking of appealing at the same time any advice would be welcomed thanks

What was the basis for refusal?

Hi from what I understand they don't recognise our partnership as we are of the opposite sex so we have filled in wrong form they are also saying our family permit was issued in error as we are unmarried even though we had at least 7 years of proof of a durable relationship plus he has an article 10 residence card from spain

The EFM form is fine for unmarried couples (either gender).

If you have 7 years of a relationship 'akin to marriage' under your belt plus an Article 10 card its hard to understand the basis of the refusal.
Can you quote an anonymised extract of any refusal letter.
