90 days in 180 days visa rule

My British colleague stayed in Bulgaria for 84 days in a 90 day period (short break of 6 days overseas in the middle), left for 87 days and then returned.

At the border, the official said that she has only 6 days left as she'd stayed 84 days in the last 6 months.

However, by my calculation, as in 3 days time 180 days will have passed since her initial entry, she will never actually stay in the country for more than 90 days in any 180 day period, should she remain.

Is the officer right? She has the usual tourist visa entry stamp in her passport, so it would be on exit where a problem may arise.
