Dependent Major Sibling application through immigration investment for EU

Hi

Please guide. I am a non EU citizen and looking to migration to EU country along with my wife, daughter and Sister who is 53 now and dependent on me.
Which EU countries will allow my application and under what circumstances.

The lack of replies is probably due to nobody being able to providing a positive answer.

How much do you have available for investment?

I heard that Malta is quite flexible but haven't got any personal experience with the Global Residence Programme. As far as I know, you'd have to have at the very least €220k (€275k if you want to live in the more desirable areas of Malta) to invest in property and something like at least 15k per year to pay in taxes. Fees are also hefty.

Dependent relatives do not seem to be an issue.
