EU/EAA Residence card Greece

I would be very grateful if someone would clarify few questions I have in terms of applying for residence card in Greece.

A non EU citizen is married to a Greek citizen and are currently living in non EU country.

The marriage has been recognised in both countries and they wish to apply for the residence card in Greece.

I must mention their age is over 60's and they are self sufficient, they have a steady monthly income.

Is it possible to apply for the residence card even though EU spouse is not living in Greece or does this not meet the criteria?

In case, that they decide to travel lets say in UK can she travel only with her non EU passport or she needs a visa even though she is married to EU member.
