Romanian visa - Indian national

Hello,

I'm looking to put together an application for a Romanian visit visa for my father who is an Indian national.
Based on the information I've found, we need an Invitation Letter issued by the General Immigration Inspectorate of the Ministry of Interior of Romania and we're not sure how to go about doing this or what documentation is required.

The purpose of this visit would be to meet with my fiance's parents, as I understand we can either apply as a tourist visa or as family and friends but either way we do require this letter.

Any advice would be much appreciated! Thank you
