Work enquiries in Ireland

Hello there,
I would be glad if you can provide answers to the following queries:
- If a person is working on a Work Permit in UK, and wants to go to Ireland on a Work Permit, does he have to go back to his country to get the WP from his country say, India (as the person in question is of Indian Origin)? or can he apply for WP for Ireland (i.e., the Irish company apllies for him), and come to Ireland directly from UK?
- How does the Indefinite Stay in Ireland work, Naturalisation etc? How many years after Working on a WP in Ireland can a person apply for Indefinite?
- Can a non-Irish person open a Company/Business in Ireland ?
- Can a non-British person open a Company/Business in Great Britian?
- Can a person go to Ireland on Tourist Visa and then upon being offered a job, get a Work Permit without again comming out of Ireland? (Just a simple transfer?)
- Can any one on WP for lets say more than 4 years apply for Indefinite Stay in Ireland or the person in question must be High skilled Work Permit holder?
