Exempt Vignette switch with in UK

Hi All,

I am currently in UK on Tier4 and an International organization has offered a job and ready to provide Exempt vignette. My query is whether i can apply Exempt Vignette within UK .I tried checking UKVI and everywhere it's mentioned as it can be applied from outside UK but HR of the organization says that it can be applied within UK .Did anyone went through similar situation ,if yes can you please give some inputs to proceed?

In March when you posted the same question, you were on Tier 2 ICT?? And you got an exempt visa from 10th June 2022?
